Nearly 50% of Residents in Areas with Paid Garbage Bags Are Conscious of “Non-Disposal Choices” and Practice Circular Actions Such as Selling, Donating, or Using Collection Boxes
2026.04.10
PASSTO, a resource circulation service, conducted a consumer awareness survey regarding paid garbage bag systems (1,110 respondents).
The survey found that nearly 50% of residents living in areas where designated garbage bags must be purchased are consciously taking actions to avoid disposal, such as selling unwanted items, donating them, or using collection boxes.
In addition, among residents currently living in areas without paid garbage bag systems, more than 60% indicated they would consider “non-disposal choices” if such a system were introduced.
